OSCE Mission in Moldova

The Organization for Security and Cooperation in Europe (OSCE) has a Mission in Moldova. Its main objectives are "to assist in negotiating a lasting political settlement of the Transdniestrian conflict, to consolidate the independence and sovereignty of the Republic of Moldova, and to reach an understanding on a special status for the Transdniestrian region.  The Mission also covers a broad spectrum of human dimension issues, including human and minority rights, democratization, media freedom and combating human trafficking. Since 1999, the Mission has been mandated to facilitate the removal and destruction of Russian ammunition and armament from the region and to ensure the transparency of this process."

I interviewed the OSCE's Senior Human Rights Advisor for my project.

I also attended a "Club of Human Rights" event at the OSCE that was co-sponsored by the Human Rights Embassy and NORLAM.  The event was part of the "International Law Advocacy Distance Learning Association for Human Rights," and the speaker was Harald Ciarlo of NORLAM.  The lecture focused on caselaw of the European Court of Human Rights interpreting Article 1, Protocol 1 of the European Convention on Human Rights, which guarantees the right of property.

Specifically, Article 1 provides the following:

"Every natural or legal person is entitled to the peaceful enjoyment of his possessions. No one shall be deprived of his possessions except in the public interest and subject to the conditions provided for by law and by the general principles of international law."
"The preceding provisions shall not, however, in any way impair the right of a State to enforce such laws as it deems necessary to control the use of property in accordance with the general interest or to secure the payment of taxes or other contributions or penalties."
